The Federal Communications Commission will focus on Sirius and XM's terrestrial repeaters, and the rules governing them, at their next meeting to be held on Tuesday.
The Open Meeting, which will take place at 10:30am, will address a whole slew of other issues as well, including localism, cross-media ownership, minority ownership, and sponsorship identification rules (infomercials).
But the focus on satellite radio will be on repeaters, and the co-existence with Wireless Communications Service (WCS) licenses. Here's the snippet from the Agenda for those who enjoy reading government-speak:

I think the 'media' is also important as here they will be discussing the minority owned broadcasting businesses. This could impact SatRad considering the biased Georgetown Partners are trying to steal bandwidth.

That's obviously meant to be *repeaters*, not repaters. D'oh!
I remember reading in the early days that the repeater network was on a trial biases and the FCC could tell XM not to use them, thus totally crippling XM, when in fact they need more of them, the down side is it is very expensive to maintain the repeater network. Without the repeaters XM is doomed. I hope the FCC dosn't kill the repeater network.

No way No how. That would be that same as pulling a satellite repeaters are bacic infrastructer.Operating frequencies,power output and further placement will be discussed.

The fact this will be a topic should be seen as a positive note for the merger,otherwise,why bother.
I don't think this is relevant to the merger as the repeater system is incompatible with with the SIRIUS system, but is a better system as it has fewer dropouts than SIRIUS with moving satellites. If the merger fails and I hope it does, XM will still need more repeaters, as the repeater system provides better signal coverage.
