According to a report by George Reed-Dellinger of researcher Washington Analysis, Sirius Satellite Radio Inc. and XM Satellite Radio Holdings Inc. have pledged to lease eight channels to minority owners. The source of the information comes from a letter from minority congressmen on the House Telecommunications Subcommittee today, who reportedly praised the concept.
At the time of writing this, the letter has yet to be posted to the websites. A link will be provided when the letter is made available.
Reed-Dellinger feels this will help defuse the more aggressive proposal by privately owned Georgetown Partners, which has asked the FCC to require approximately sixty channels for minority programming.
In his recent letter to the FCC, House Commerce Committee Chairman John Dingell (D-MI) asked for restraints on pricing and open device access. Dingell did not ask for the divestiture of spectrum.
Washington Analysis feels that this more recent correspondence from the Democratic Congress lends additional support to FCC Chairman Martin in moving the approval forward. The Democratic Commissioners may have been considering Georgetown's proposal, but if the companies are indeed offering to lease eight channels for minority ownership, this could diffuse the issue.
"We expect a draft order can now be pieced together and voted on 'circulation' as opposed to a May 14th open meeting vote," added Reed-Dellinger.
Sirius and XM declined to comment on this issue at this time.

Here we go!
If they have trouble moving forward with this merger after this offer then they are working for the NAB.
MR MARTIN IF YOU HAVE 8 MINORITY CHANELS AND ALL THE PRICING OFFERS ON THE TABLE YOU MUST BE CRAZY TO THINK THIS IS NOT GOOD FOR THE PUBLIC. SATELLITE RADIO IS A TREASURE FOR THE PEOPLE AFTER ALL THESE.
8 MINORITY CHANELS ARE MUCH MORE THAN WHAT SATELLITE RADIO HAS TODAY!!
I THINK MEL KARMAZIN IS DOING A GREAT SERVICE TO INVESTORS, MINORTIES AND CONSUMERS WITH THIS MERGER!
There's the "5%" they were looking for. Expect these eight channels to be talk-level bandwidth, and bet that it's not just "minorities", but that this is your "public access" stuff.
Finally, the long, strange nightmare may soon be over. I hope the eight channels being given away for FREE will be required to be broadcast in english.
Finally, the long, strange nightmare may soon be over. I hope the eight channels being given away for FREE will be required to broadcast in english.
and tell me why, with minority representation ALREADY on sat radio, that this should be done?? oh yea---SHAKEDOWN!!!!!!!!!!!!!
Finally, the long, strange nightmare may soon be over. I hope the eight channels being given away for FREE, will be required to broadcast in ENGLISH.
Can someone tell me exactly what this means? In plain English please.
Getting something for nothing. Just what the good Rev. is good at doing. Someone needs to stand up to this parasite.
DESPERATION is setting in. Prefer things as they are, as they have been. If xm can't pull its own weight in the sat radio industry let them be sold to a company with management smarts that can handle the task. Satrad's brief history proves the industry needs direct competition.
NO! to "merge" MONOPOLY. NO! to giving away bandwidth to minority owners. NO! to higher prices. NO! to less choice.
While the public interest demands competition, THIS is not the public interest at all; it is merely payoff for these minorities.
Talk about government gone awry.
Dat sho be nice..... mys own channel " Jesse Jackson's Greatest Hits" .... with the new hit single .......... " Is you be my Baby Momma?"
WTF.... can you say extortion? .... like that black bastard has anything to say except "pay me" .
lol plowboy
I wonder if the Atlanta traffic and weather channel qualify as a "Minority Channel"???
I wonder if the Atlanta traffic and weather channels qualify as a "Minority Channel"???
if they get anything less then 10m for the 8 channels a year then they are retarded and once again another company suffered the N@@@@R shakedown....
I would hope that the eight channels are being leased at a fair market rate versus some subsidized rate compliments of the shareholders. Also, as many minorities as possible should be accommodated on those eight channels and not just one or (maybe) two. Make it a level ball field for all minorities.
The new merged XM-Sirius can afford to give up these channels if their overall bandwidth is not affected. Now let's get on with the merge.
Soooo... a combined company with outreach toward Black, Hispanic, French, Korean, South Asian, Canadian, British and Upper West Side (why else are there three NPRs and an XMPR?) listeners with talk and music programming channels aimed specifically at each somehow feels the need to give even more scarce bandwidth resources over to serve these niches?
Just say no. No to more racial and ethnic separatism. No to more extremism. And no to divisive hucksters looking to line their own pockets by claiming to speak for people whose authorization they've never even attempted to gain.
Holy crap guys. Relax. It's freakin' 8 channels out of what? 300?
And its not "something for nothing".
Its LEASED. As in, you pay us to use these channels.
The only other companies out there, that have any interest or knowledge of Radio are Citidel, Clear Channel, etc. I, as a consumer, would much rather deal with Mel as head of your "Monopoly," than anyone of those companies.... Oh wait, that may work. Let a terrestrial radio company buy Xm, then they will put commercials om Xm and then if Xm subs want any music w/o commercials they would need to switch to Sirius. Wait, then sports fans will still be screwed and need to subscribe to both if they want to get MLB, NHL, NFL,and Nascar. Know what!!! I'd much rather have just Sirius playing in the Sat radio market, and I also believe that the majority of people who know anything about satellite radio would agree with me .
----------------------------------------------------------------------------------------------------------
lol plowboy
"If xm can't pull its own weight in the sat radio industry let them be sold to a company with management smarts that can handle the task."
Another stupid Howard listener, I presume? Don't believe everything he tells you.
Sirius spent over a billion (yes, with a B) on content, when it had a debt load that was also (and still is) over a billion (with a B, try to keep up with me, Stern fanboys). Look at the balance sheet of both companies, and you see that boh have debt that is either the same as or greater than current assets.
Now, with a debt load like that, and content that involves ONE person (look at the ratings) guess whats going to happen in two years?
Sirius was the one with poor management, plain and simple, Mel saw this, and see's this merger as a payday. He did it with Infinity (now CBS radio) and now he's doing it again. And after this, as someone pointed out, both he and Howard are likely to retire. The only way Sirius can stay alive is if XM merges with them. Mel knew this, this is why he approached XM in the first place, and this is why HE, and not XM, is going to sue the FCC if this doesn't get done (look back about a year for that quote).
Not that XM is in better shape than Sirius, but if needed, at least XM could run on the cheap and keep most people happy (thats what happens when more pleople listen to your music than your talk, instead of the SIRI model which has over 1/8th coming for ONE thing and ONE THING ONLY).
And as for Howard, he has been lying to you Sterniots for over 10 years now. 90% of his audience saw him for what he was, and don't pay for him. 18 million listeners down to 1.8 million listeners doesn't lie. Yes, most popular channel on Sirius, but he doesn't get nearly the audience that he used to get.
Sorry to once again approach you morons with FACTS, but it needs to be done.
At least we can agree on one thing. NO TO THE MERGER. Then, in a year, we can see who survives, and who gets sold off in a fire sale.
That's fucked up
If this is true it bears out my view that the FCC has been in communication with the two companies and told them that they were going to face serious and onerous conditions related to the merger. I view this as a way to get this thru. My guess is that this will not satisfy the FCC who will impose even more stringent conditions than this half-hearted offering.
I believe that 1/2 the bandwidth will be the ultimate price to be paid.
Given a little time the new merged company will be capable of downloading close to 1000 channels. Through multiplexing they are able to carry more and more channels on a carrier signal. This will be more like 8 channles out of 1000 versus out of 300. It's small peanuts to get the FCC to come on board.
To those that argue that one company is better off financially than the other are total idiots. DO NOT, UNDER ANY CIRCUMSTANCE TAKE THEIR FINANCIAL ADVICE!!!!!
Both companies are like patients with a terminal disease. One may go before the other, but they're both going to die. Nothing to do except give them paliative care and try to make them as comfortable as possible.
I hope they have prepared wills. No, wait, won't matter as they're paupers. Bury them in Potter's Field.
"I believe that 1/2 the bandwidth will be the ultimate price to be paid."
Uh ....yeahuh....and I post as Cowrd cuz I can't do anything but make blanket statements from the stratoshere and I am the poorest informed poster here. I don't know WHAT I am talking about...but I like that picture of martine....
I view this as a good thing.
The FCC can impose onerous burdons for the License Transfer for the merger but they have to be reasonable considering the economic and political climate and the fact that DoJ gave no restrictions. Nobody (except the NAB) wishes either of these two companies to fail, but everyone is looking out for their own interests...SIRI and XMSR want to succeed and be profitable; JJ (I hate that self-serving parasite) and Davenport of Georgetown Partners wish to leech off anything to gain profit by using the Minority Card and playing politics; Martin, chairman of the FCC, has to stall and drag out the proceedings so he can get a lucrative lobbyist job after leaving government service (see an earlier post on the power players in Telecommunications Law in the Beltway, most of whom are ex-FCC Chairmen or Commissioners).
If you view all of the proceedings keepin those points in mind it makes sense.

Sorry, I hate the doubleposting =(
MNXMFan keep dreaming xm's house of cards was blown over with Mel and his management, knowing that in order to beat xm (which Sirius has done) they would have to hire the talent and content people would subscribe to. Your in a xmelot dream world blocking reality. xm's management led by Hugh "I have no idea what I'm doing in satrad" Panero completely dropped the ball and lost all momentum (and subscribers) to Mel and Sirius. Let xm continue to dry up and go bankrupt, NO! to "merge" MONOPOLY, NO! to a bailout of xmelots stuck in a dream world
Good Point "I believe that 1/2 the bandwidth will be the ultimate price to be paid."
It's one of those secrets of the "merge" MONOPOLY. Only morons think a "merged" MONOPOLY, bleeding money, never turning a profit, will keep up BOTH Sirius and xm infustructure.
dream on ignorant fanboys
That is going to bring on Lawsuits from shareholders. Maybe it would be ok if they pay big bucks because they did not take any risks like Shareholders have.
Sirius better not give away anything for free.
Somehow i doubt Sirius will give up bandwith that they / we have paid so dearly for.
I would prefer that Sirius turn on the XM radios for Sirius and let the marketplace do in XM.
In doing that they will be doing what the FCC wanted and if XM goes down it is the FCC's fault.
Minority channel lease issue = resolved.
Competition and harm to the consumer question = resolved.
Open access third party equipment = ?? (likely resolved).
a la carte pricing deadline contingent = resolved.
— placing bet that approval comes before May 14, via circulation vote.
How could this NOT be good news? Finally, some PROGRESS!
resolved = dreaming
NO! to "merge" MONOPOLY
NO! to the final nail in the coffin of the satrad industry
The Minority Channel Package ... Can I have it for FREE ??? Then I want it too.
"I would prefer that Sirius turn on the XM radios for Sirius and let the marketplace do in XM."
if i wanted to have my xm radio be turned on to for Sirius, i wouldve just got a Sirius subscription and receiver instead. the more time goes on, the more i don't like this merger. after all, per the stern zombies, Stern is Sirius. if thats all i get to look forward to with the merger, then i would rather not have any part of it and just go back to listening cd's and mp3's.
So if they are giving eight channels to minority owners, are they also giving eight channels to majority owners ?
AC (nab boy)
Sat Rad isn't going away, but why don't you? Like, now. On second thought, stick around. We all want to see your shock and disappointment when the FCC finally announces the APPROVAL they've already made, now that the
negotiations are wrapping up.
YES! to "merge" MONOPOLY
What about ICO???????????????????????????????????
It is only fair if they do the same thing.
Paul-
they aren't GIVING anything, they are LEASING. I'm sure they'd be glad to talk to you. Can you cough up about a million for it? Stop whining and grow up.
Yo, this is madness. Corny crab ass bitches come up in here and post negative post about the company. Get a life. I am gonna come find you when the merger gets approved and shove my shares in your face. Anyone who is anyone doesn't want to drive around hoping they remembered their ipod. I need fresh content. You know we all know Mel to be such a big loser, yeah he don't know what he is doing. Siri is buying XM and not the other way around. Lights out! So all you haters either by shares or get a life.
Just remember who has held this merger up for over 8 months.=The two stupid screwball DEMOCRATS==COPPS AND ADELSTEIN==Once this merger passes [AND IT WILL]=They are going to look like fools Included the =NBA=GEORGETOWN = and=CLEAR CHANNEL=[My opinion only]= [SOMEONE IS GOING TO JAIL OVER THIS MERGER ]
SORRY FOR THE MISSPELLING==I I met the NAB instead of NBA.==JIM
Two Democrats can't hold up anything at the FCC...there's 5 commissioners. The real question is which Republican is holding it up. Martin doesn't care if it's 3 to 2, he expects it. For some reason one of the R's isn't going for it...they may be trying to pull over a D.
Mel, Gary, tell the FCC you had planned to have millions in savings by now but instead you have higher music royalties, and you're done waiting.....announce a price increase and the FCC will fold if you'll just please, please stay at 12.95.
If SIRI XM are making concessions ... looks like this deal is going through ... no deal breakers at this point ... KEEP ON TRUCKIN ...
Hey NAB, here's a bone, we'll give you a few channels ... Hey Senators and Attorney Generals, here's a few bones for you too... Fetch it Rover ... bring me the slippers ... arf arf ... you want a channel to sell/promote your BS ???
OK, is everybody happy ? Oh, I forgot ... yeah ... NAB won't ever be happy because the technology of SATRAD (broadcasting from three satellites instead of the 14K transmitters on the ground for line of sight transmission) kicks terrestrial radio in the ass.
Can't help you there. David Rehr (David REAR, for ASS) terrestrial radio will go down hard ... and David and all those losers will all be sucking on their vacuum tubes ...!
I like that ...VACUUM TUBE RADIO (Terrestrial Radio) ... Consumes excessive power ... wastes energy ... ancient technology ...
Think Green. Save the Planet Earth !!!
How are we saving the planet by using SATRAD ?? Think of all of the AM and FM transmitters that can be turned off and save the electricity. Less electricity means less CO2 generated by diesel generators ... We are saving the Planet Earth !!
Let's do the math ... The SIRI/XM studios and the ground transmitters up to the satellites , consumes x amount of electricity in Megawatt-Hours per year.
If you take that and multiply it by 14K VACUUM TUBE RADIO studios and transmitters ... its a no brainer that we are SAVING THE PLANET and VACUUM TUBE RADIO should be ABOLISHED !!!
Think Green !!
"merge" MONOPOLY Anonymous Coward = XM/or/SIRIUS
Don't you have anything better to do than to call everyone fanboys or XMElots? Isn't that why you were banned from every satrad fan site on the net?
Call me a fanboy. Call me an XMElot. It's the truth. I am a fan of XM Radio. I am more than happy to pay money every month for better radio.
And just to spite XM/or/Sirius... er... "Anonymous Coward"
YES TO 'merge' MONOPOLY!
"I would prefer that Sirius turn on the XM radios for Sirius and let the marketplace do in XM. In doing that they will be doing what the FCC wanted and if XM goes down it is the FCC's fault."
If this happens I just shut off my radio and go away. I bought XM and subscribe to XM because I found their service and programming to be superior to Sirius'. I tried Sirius first and after that experience, wasn't going to get sat rad at all, and I am glad I tried XM.
Respectfully submitted ideas of programming on a minority channel.....something like "Sirius Stars" only with a little bit of color..... literally.

This is horrible. I'm a dual subscriber and I'm hoping that the merger doesn't go through. I will NOT be buying any new equipment when the merger goes through as well. I'm happy with my two receivers at home and two receivers in my car
So the minorities get a (chicken) bone tossed to them. What's next? The terrestrial pigs along with the HDRadio nuts?
I have a hard time applauding the fact that two companies paid out the ass for spectrum and now they have to give some of it away.
I love satrad and I never listen to terrestrial radio anymore but satrad is selling out and is changing. Many are still drinking the kool-aid about the merger and that isn't a good thing.
And I have a bad feeling that if the merger goes through, then satrad will eventually turn into terrestrial radio with less commercials. We already hear it in the imaging. We already hear it when the jocks talk up to the lyrics. We already hear it when jocks and PDs plan their stopsets around 10/20/35/50 much like they do in terrestrial radio. If people that know radio can't see this, then they are blind.
Hopefully we can get a competitor or two in the satrad business that can get into the mix and program satrad like it used to sound. It's still good today but it was much better several years ago.

Dude, did you not bother reading my post? BOTH companies are screwed. It is my belief however, that XM could be run on the cheap and perhaps buy some time.
Sirius on the other hand (and Mel knows this) is screwed. You think Howard, NFL, Nascar, etc are going to renew at the same or lower rates out of the goodness of their hearts? NO! And guess what? Those contracts are coming up sooner than you think. Now answer me this, Sirius loses Howard in 2.5 years when his contract is up. Then what? By latest ratings, Sirius loses 1.7 million people. NFL goes, I'm sure more will be lost.
BOTH companies are in a dream world. They BOTH overpaid for content to try to sway people on board, however I believe the impact of XM losing MLB and NHL is going to be less than Sirius losing NFL and Howard.
Get it now? Both companies have debt that meet or exceed current assets on hand. Get that? The difference is, Sirius desperately tried to catch up to XM a few years back. Did they suceed? Sure. I mean XM is still ahead but Sirius is catching up (so far). But, remember that it also cost them a billion dollars for 5 years of content. and in 2010, its either going to cost them that much, or more. NOBODY WORKS FOR FREE.
And for the record, Mel didn't make ANY of those deals. He's been riding on the deals that Clayton (stupidly) made when he was there, dooming BOTH companies, and causing XM to try to outbid for MLB, NHL, and Oprah. Clayton killed sat radio. Get that?
"Both companies are like patients with a terminal disease. One may go before the other, but they're both going to die. Nothing to do except give them paliative care and try to make them as comfortable as possible."
Finally, someone who gets it.
Sirius minority channels already in existence:
channel 40: hip-hop hits
channel 43: old skool rap
channel 50: r&b / hip-hop hits
channel 51: r&b hits
channel 53: classic soul
channel 90: latin pop mix
channel 92: tropical/reggaeton
channel 106: jamie foxx's foxxhole
channel 182: cnn en espanol
channel 183: korean language radio
There! Those are 10 minority channels already in existence on Sirius. Don't forget the ultimate minority channel on XM, the Oprah channel. What they should do is to get rid of all of those, and then give 8 to the minorities :)
Plowboy, you are as twisted as I ...! great stuff!...LOL
I mean XM is still ahead but Sirius is catching up (so far).
Ahead? With what? Are you talking Sub Numbers?
Sub number does not tell the story when XM only gets half the sub money from millions of GM Cars.
As far as Howard he pays for himself and that was a great deal for Sirius.
No matter that he makes a insane amount of money were it not for him Sirius would have
been long gone.
The year and a half were Sirius had no radios because of trouble with the chips made it a must to do something like Howard.
Can you imagine how warm and friendly the Minority Welcoming Committee in SIRI/XM will be to the Minority Channels personnel ?
Are their studios going to be in the same building ? Do they dare enter the building without security ?
Will they ever meet face to face without an FCC mediator , lawyers and police officers ?
Or will they meet in an abandoned building and leave the weapons outside ?
They just have to bite the hand that feeds them in everything they do.
And they will get EXACTLY what they deserve.
I don't have a big problem with this as long as the channels are leased at a reasonable rate. It might even turn out to be a small source of much needed income for the merged company.
Paul: Great green idea. Take it further. How about when we are in electricity shortages in those hot summer days having TV stations shut down. Think of all the electricity the studio lights, transmitters, and all of the receivers use. It could make the difference between a blackout and normal power.......and think of the pollution considerations! Especially true this summer when stations are running 2 transmitters for nalog & digital TV.
"Sub number does not tell the story when XM only gets half the sub money from millions of GM Cars."
You mean just like Sirius' deals with their own respective automakers? Or the unsold cars that Sirius counts as subscribers?
The best way we have to look at both subjectively is sub numbers. And your right, without Howard SIRI would not be where it is today, I will not dispute you on that. But I still don't think he "paid for himself" as you like to put it. Remember that there ARE other costs associated with a subscriber, and that it costed sirius about $120 per sub signed on when he started.
They might have broken even with him, but who wants to break even? I'm sure you go to work every day, just hoping to "break even" right?
Think Green !
Save the Earth from wasted electrical consumption !!!.
Power off all terrestrial radio stations by YE08.
We don't need them any longer.
Replace them with more efficient and less power consuming SATRAD.
Not only consumer friendly but good for the whole world ..
The ultimate SATRAD commercial on TV !!!
We are the world ... we are the world .... let's all join in !!!
All this bullshit of accusing those who aren't in favor of the merger as being affiliated with the NAB seriously needs to stop. If you can't come up with a more intelligent counterargument than that you shouldn't even bother posting. People are still entitled to their opinions last time I checked.
fucking jess jackson and his ban of freeloaders they souldnt get shit nothing nada i like the radio the way it is and it should stay that way bring on the merge but i dont want them filling what i pay for with crap its a bunch of bs and they know it who wants to hear what they have to say
its not like they are going to bring anything to the table
I wouldn't give those knuckle draggers the peel off a banana.
NO! to "merge" MONOPOLY
MNXMFan other than being confused about the lack of strength of xm is 100% right satrad is going, going GONE. Only a few ignorant fanboys believe a "merge" MONOPOLY is going to be pro-consumer AND save whats left of the satrad industry. Wake up ignorant fanboys direct competition is what made satrad what it is today, remove that and there will be no competition, higher prices and less choice.
NO! to "merge" MONOPOLY
NO! to ignorant fanboys
NO! to desperate, ignorant xmelot fanboy Agent J trolling web sites looking for others to grease up and stroke. Poor Agent J, his www.xmelotfanboy.com web site and group of fellow ignorant xmelot fanboys are even more passé and irrelevant than ever. NO! to banning and censoring those with other, more intelligent opinions than your own, typical xmelot afraid of the TRUTH.
NO! to "merge" MONOPOLY
NO MERGER ..... Merger Monopoly?
Whatchu talkin' bout Willis?
The last time they talked about the merger on O&A, the way they did today, the DOJ said yes within a week.. maybe this is an omen.. I don't care which way they go with it (it'll be oked) I just want it done...
I don't understand.
If this AC is somebody called XM/or/SIRIUS, why would he attack XM fans. Sirius has its "fanboys" too, so why not attack them?
You can't be against the hypothesized "monopoly" and not be supportive of both companies, right? If you're just after a single company to fail, why should we believe your motives? If XM or Sirius goes under, doesn't that leave a de facto monopoly?
NO! to "merge" MONOPOLY.
But if the merger does happen, I'm not gonna kiss everyone's ass on this stupid website, I'll just keep on fighting ...for truth, justice and the American way !!!.
NO! to "merge" MONOPOLY.
JRT,
It might, it might not. Perhaps someone with some management skills in radio would buy the remains of what was once xm sat radio and make something of it and directly compete with Sirius in the process. Hugh and his team of management idiots took a jem and turned it into a piece of crap, it was not just Howard Stern which turned Sirius around, Sirius under Mel spent lots of money on talent but in doing so they also had the content people would pay for, and in the process took Hugh and his management clowns to school, sadly it was only xm customers which saw the cheap crap xm was trying to push as satrad. xm management team never saw the writing on the wall but cheap, non-talent is not at all what people want from satrad. Brief history proves this to be true.
NO! to "merge" MONOPOLY
Agent J is desperate to censor the truth, but then again thats what being a xmelot is all about. Desperate to try and finger people with names. Sorry Agent J xmelot is bigger than you http://www.orbitcast.com/archives/ten-satellite-r.html (#5) Thanks for making sure everyone here knows your a ignorant xmelot not a "sirlot" or a "sterniots" To this day XM/or/SIRIUS was right on when naming ignorant xmfaboys xmelots. It's thanks to ignorant xmelots like Agent J that keep the word alive and well. Hope XM/or/SIRIUS notices and makes a return now that his words are still ringing the bells of ignorant xmfans years later

I am not afraid of the truth. I am not trying to censor the truth. I am not ignorant. I do my own research. I make my own decisions. If the combined company does good, I will continue on. If they go into suck mode, I will find other alternatives. Hell it may be possible I will be called iPodelot next year. I DON'T CARE. IT'S AUDIO ENTERTAINMENT TO ME.
