Counsel for Sirius Satellite Radio Inc. met with FCC Commissioner Robert McDowell last Thursday to discuss the pending merger with XM Satellite Radio, according to a recent filing.Little else is known about the meeting. other than "pending issues" were discussed, but the filing does indicate that the merger proceedings at the FCC are continuing.
It is expected that McDowell (pictured to the right, albeit, blurred) will vote in favor of the proposed merger alongside FCC Chairman, and fellow Republican, Kevin Martin.

I heard somewhere that there was supposed to be a meeting today with a vote... Tate was supposed to vote on something... is this true, or is it nothing?

Vote is Yes, they would not have waited this long if they were going to say no. This is the ironing out of the concessions that were laid out, dotting their I's, crossing their T's and laying out the wording and new rules of the license transfer. Not sure why, but I feel that this has finally come to a head and the meetings with AG's & interest groups has ended & a meeting will be set for announcement this week.
By saying no, you put XM out of business and possibly Sirius and they cannot have this over their heads. Slowing growth, economy, car sales, retail and a very competetive environment for audio & video are why they would look like complete incompetents if not put through. It's bad enough what they look like now and they must be finally really feeling the heat. They wanted the political spotlight and show their power, well now it's really backfiring on them.

The Wonderful World of HD Radio
The NAB, iBiquity, and virtually every congressman and Attorney General who steps in to this circus that we call a merger has been asking for the inclusion of HD chips into Satellite Radios. Of course, they never once mention who should pay for the design, the installation, the manufacturing, etc, etc, etc, but they claim they do it for the “benefit of the consumer.” Let us take a look at that claim.
As of 2008, less than 500,000 HD radios had been sold in the US. According to Bridge Ratings survey in August of 2007, less than 1 percent of respondents said that they planned on buying an HD radio in the next 2 months. There obviously is not a high consumer demand for the HD radio. Must be something else.
A quick google of HD Radio brings up a long list of places selling HD Radios at Retail. The average price is around $125, with some units running less than $100. The problem? According to John Gorman’s Blog, there are virtually no radios in Brick and Mortar stores for people to look at and play with. With such a new technology, you would figure that the HD radio alliance would be subsidizing those radios, to make them cheaper and more affordable.
Perhaps the HD advantage is it’s sound quality and ease of use? Nope, and Nope. Again Gorman cites multiple complaints about a large bulky antenna (which you have to move manually until you pick up the signal), signal’s fading in and out, and additional static on surrounding channels.
So what on earth can the HD Radio alliance and all of these top political figures mean when they say that HD radio is in the public interest?
Perhaps it is because it is the American Public that has been paying a large portion of the development costs for HD radio? Yup, that is you and I. An FCC filing from North Carolina’s Public Radio Stations cites “Just a few weeks ago, the House Appropriations Committee approved an additional $40 million to assist public readio stations’ transition to HD radio technology. Clearly the Congress supports our transition to terrestrial digital broadcasting.”
The Corporation for Public Broadcasting (CPB) is “A private, nonprofit corporation created by Congress in 1967, is the steward of the federal government’s investment in public broadcasting. It has already awarded well over 200 million dollars for the advancement of HD radio, and those awards are continuing to this date. A quick search for “Satellite Radio” “Sirius” “XM” or “SDARS” brings up only a single result: The award of “nearly” $2 million dollars in SDARS.
Yes, clearly Congress supports PUBLIC radio. Why then, does HD radio need Sirius and XM?

HD Radio is very lucky to have Melvin Alan "Mel" Karmazin pushing his "merge" scheme like a crack dealer. A "merge" of satradio will be as good to consumers as crack is. Superior digital sound quality. Digital HD Radio has the potential to deliver better sound quality than the usual analog FM and AM radio, with deeper bass, more extended treble, more stereo separation, and greater dynamic range (the difference between the loudest and quietest sounds). The actual quality depends on what the radio station transmits and how good a job the tuner does with it.
In our tests the HD FM and AM broadcasts generally sounded clearer and fuller than analog content from the same station. All of the HD FM broadcasts, whether the main channel or the "side" channels multicast on the same frequency, were free of background noise--the hiss or crackle you occasionally hear with standard radio. The better-quality broadcasts had frequency response, detail, separation, and dynamic range that approached audio CD quality. HD AM programs were received in stereo with audio quality comparable to standard analog FM radio, minus the background noise.
Fine analog reception and sound quality. The tuner did an exceptional job when pulling in regular analog signals, even weak FM station broadcasts. Sound quality was smooth and well balanced, with low background noise for AM and FM.
Easy to use. Controls are well laid out and well marked. All functions could be accessed from either the remote or the console front panel. You can tune in stations directly by entering numbers for exact radio frequencies, choosing a preset (up to 20 FM and 20 AM stations can be stored), manually tuning through the frequencies, or automatically seeking standard and HD channels or HD channels only.
Informative display. The console display can show frequency band, station frequency, time, signal strength, or an audio frequency spectrum analyzer. When receiving an HD Radio broadcast or an analog broadcast from a station that uses the Radio Broadcast Data System (RBDS, also known as RDS), the display can also show the station's call letters, song, artist, and other programming information.

In an average week, 230 million Americans tune in to traditional radio. A large audience to be sure, but one in sharp decline from just five years ago. During the heady days of radio consolidation during the late 90s, stations increased their spot loads and promotional clutter. Listeners got annoyed, resulting in lower AQH ratings and time listening. During this same period, new on-demand devices, like MP3 players, were introduced and gained popular momentum. According to Billboard Radio Monitor, the number of ears listening [to terrestrial radio] every day has slowly slipped to about what it was in 1994. The audience of 18- to 24-year olds, a demographic particularly beloved by advertisers, has fallen nearly 22% since 1999. The sharp decline in radio advertising revenue reflects this change: In the radio expansion period of 1996-2000, total radio revenue (excluding network radio) grew 12%. Yet from 2000-2004, the increase was a meager .3%.
